彰化基督教醫院，為響應衛福部「分級醫療」政策，號召415家醫療院所相結盟，啟動「彰基醫療航艦、齊力精準啟航」計畫，未來將強化醫療資源分享、落實分級轉診制度，促進醫療療資源有效運用、提升區域醫療品質。
衛福部早已推動醫療分級和轉診制度，鼓勵民眾「小病看診所，大病才到大醫院」，希望能均衡使用醫療資源，然而受國人對大醫院，有權威醫師和先進醫療設備的迷思，常造成名醫一號難掛、病床一位難求的囧況；不少患者也常埋怨，已在中小型醫院照過X光、超音波、心電圖或電腦斷層，轉診到大醫院還是得重新檢查，有如變相在爭搶健保給付、嚴重浪費醫療資源；健保署署長李伯璋，對彰基醫院響應分級醫療政策，並啟動「彰化平安共照網」給予高度肯定，期許善用「健保醫療資訊雲端查詢系統」與「電子轉診平台」，透過分級醫療制度分工合作，讓民眾獲得最好醫療照護，節省有限的醫療資源。
與會的縣長魏明谷和立委王惠美則也期許表示，希望在彰基醫院領航下，讓大醫院、小診所都能更明確進行權責分工，透過醫學中心和社區診所、養護機構相結盟，提供民眾更省時、省錢、更便利醫療服務，維護身體健康。
